Editor's note: Recently, the Central Committee of the Communist Party of China and The State Council have issued the Outline of Building a strong country with Quality (hereinafter referred to as "Outline"), which has made clear instructions on the goal and path of brand construction. The Outline points out that by 2025, the overall level of quality will be further improved, the influence of Chinese brands will be steadily improved, the people's sense of quality gain and satisfaction will be significantly enhanced, the role of quality in promoting economic and social development will be more prominent, and the construction of a strong country with quality will achieve phased results. By 2035, the foundation of building a strong quality country will be more solid, the culture of advanced quality will become popular, and the comprehensive strength of quality and brand will reach a higher level.

"Outline" emphasized to create domestic and international famous brand. We will improve the mechanism for brand cultivation and development, launch initiatives to create Chinese brands, and create Chinese high-quality products and "century-old stores". Encourage enterprises to implement quality brand strategy, establish brand cultivation management system, deepen brand design, market promotion, brand maintenance and other capacity building, improve brand life cycle management and operation capabilities. Carry out research on brand theory and value evaluation, improve brand value evaluation standards, and promote brand value evaluation and result application. We will support enterprises in strengthening brand protection and safeguarding their rights, severely crack down on illegal acts such as brand counterfeiting and trademark infringement in accordance with the law, and create a favorable environment for the development of enterprises with high-quality brands. At the same time, we will carry out the project of building Chinese brands, implement the action of cultivating Chinese quality products, enhance the soft strength of brand building, and organize the series of activities of "China Brand Day".

The main contents of the Outline of Building a strong country with Quality are as follows.

Building a strong country with quality is an important measure to promote high-quality development and promote the transformation of China's economy from large to strong, and an important way to meet the needs of the people for a better life. The present outline is formulated in order to push forward the building of a strong quality country in an overall way and improve the overall level of quality in our country in an all-round way.

I、Background of the situation

Quality is an important guarantee for human production and life.  The overall quality of products, projects, and services has been steadily improved, and quality and safety are better guaranteed. The quality of a number of major technical equipment, major projects, important consumer goods, and high-tech products in emerging fields has reached the international advanced level, and the quality of services in trade, tourism, finance, and logistics has significantly improved. The quality competitiveness of industries and regions has continued to improve, the effectiveness of quality infrastructure has gradually demonstrated, quality has made a greater contribution to raising total factor productivity and promoting economic development, and the people's sense of quality has increased significantly.

The world today is undergoing profound changes unseen in a century. A new round of scientific and technological revolution and industrial transformation is gaining momentum, leading to profound changes in quality concepts, mechanisms and practices. Quality, as a key factor for prospering international trade, promoting industrial development and improving people's well-being, has increasingly become the focus of economic, trade, science and technology, culture and other fields. At present, the improvement of our country's quality level is still lagging behind economic and social development, and the foundation for quality development is not solid enough.

In the face of new circumstances and new requirements, we must shift the focus of promoting development to improving quality and efficiency, foster new strengths in economic development centered on technology, standards, brands, quality and services, promote the transformation of made in China to created in China, China's speed to China's quality, and China's products to China's brands, and unswervably advance the building of a strong country with quality.

II、General requirements

(1)Guiding ideology.  We will thoroughly implement the strategy of strengthening the country with quality, firmly establish the awareness of quality first, improve quality policies, strengthen total quality management, promote quality reform and innovation, strive to improve the quality of products, projects and services, promote brand building, enhance the quality competitiveness of industries, improve the quality efficiency of economic development, and improve the quality literacy of the whole people. We will actively integrate international advanced technologies, rules and standards, and build a strong country of quality in all respects, so as to provide quality support for building a modern socialist country in an all-round way and realizing the Chinese Dream of the great rejuvenation of the Chinese nation.

(2) Main Objectives

By 2025, the overall level of quality will be further improved, the influence of Chinese brands will be steadily improved, the people's sense of quality and satisfaction will be significantly enhanced, the role of quality in promoting economic and social development will be more prominent, and some progress will be made in building a strong country with quality.

-- The quality and efficiency of economic development have significantly improved. Major progress was made in building a modernized economic system. Resource and energy consumption per unit of GDP continued to decline. New growth drivers and new quality strengths of economic development were significantly enhanced.

-- The quality competitiveness of the industry continued to increase. The overall modernization level of the industrial chain and supply chain has been significantly improved, the quality and efficiency of primary, secondary and tertiary industries have been steadily improved, the penetration rate of standardized agricultural production has been steadily improved, the quality competitiveness index of manufacturing has reached 86, the supply of service industries has effectively met the needs of industrial transformation and upgrading and consumer upgrading, and the scale of quality-competitive industries has been significantly expanded. We will build a number of leading industrial clusters with excellent quality.

-- The quality of products, projects and services has been significantly improved. Quality supply and demand are better matched. The pass rate of routine monitoring of agricultural product quality and safety and sampling inspection of food have both reached over 98%. The pass rate of manufacturing product quality has reached 94%.

-- Greater progress has been made in brand building. The promotion mechanism and support system for brand cultivation, development and expansion have been improved, the level of brand construction has been significantly improved, and the social atmosphere for enterprises to create brands and the public to trust brands has become stronger. Brand leaders with excellent quality and distinctive characteristics have continued to emerge, forming a large number of Chinese brands with excellent quality and obvious advantages.

Quality infrastructure is more modern and efficient. The quality infrastructure management system and mechanism will be improved, and the distribution will be more reasonable. Measurement, standards, certification and accreditation, inspection and testing will be coordinated at a higher level. A number of national quality standard laboratories will be established, and a number of efficient and practical quality infrastructure integrated service bases will be established.

-- Improved quality governance system. Quality policies and regulations have been improved, the quality supervision system has been more complete, the prevention and control mechanism of major quality and safety risks has been more effective, quality management has been generally improved, the quality personnel team has continued to grow, the structure and number of quality professionals and technicians have better adapted to the needs of modern quality management, the quality literacy of the whole people has been enhanced, and the environment for quality development has been improved.

By 2035, the foundation of building a strong quality country will be more solid, the culture of advanced quality will become popular, and the comprehensive strength of quality and brand will reach a higher level.

III、We will promote quality and efficient economic development

(3) We will strengthen the driving forces for quality development and innovation. Establish a quality innovation system with deep integration of government, industry, university, research and application, and carry out collaborative innovation in technology, management and system in the field of quality. We will strengthen basic and original research in the field of quality, focus on implementing a number of key projects in industrial and supply chain quality, and make breakthroughs in a number of major landmark quality technologies and equipment. We will carry out digital empowerment actions for quality management, and promote the informatization, networking and intelligent transformation of the whole process of quality planning, quality control, quality assurance and quality improvement. We will strengthen protection of intellectual property rights such as patents, trademarks, Copyrights, geographical indications, new plant varieties, and layout designs of integrated circuits, and improve our capacity to provide public services for intellectual property rights. We will establish a quality professional service system, jointly promote technology research and development, standard development, and industrial application, and open up channels for the transformation and application of quality innovation achievements.

(4) Establish a green orientation for quality development. We will carry out a campaign to improve the resource efficiency of key industries and products, accelerate research on key core technologies for low carbon, zero carbon and negative carbon, and promote the low-carbon transformation of high energy-consuming industries. We will fully implement green design, green manufacturing and green construction, improve unified standards, certification and marking systems for green products, and vigorously develop green supply chains. Optimize the technical standards for resource recycling, and realize the green and efficient reuse of resources. We will establish and improve the standard measurement system for carbon peak and carbon neutrality, and promote the establishment of internationally recognized carbon measurement base standards and carbon monitoring and effect evaluation mechanisms. We will establish and implement a standard system for ecological restoration of land and space. We will establish a system to promote the consumption of green products and promote green lifestyles.

(5) We will strengthen quality development to benefit the people. We will take action to improve quality and benefit the people, follow the trend of consumption upgrading, encourage enterprises to accelerate product innovation, service upgrading and quality improvement, and promote the quality and expansion of new types of consumption such as customization, experience, intelligence and fashion, so as to meet diversified and multi-level consumer demand. Carry out activities to create safe consumption, promote the integrity and self-discipline of operators, create a safe consumption environment, and strengthen the guarantee of after-sales service. We will improve the diversified quality relief mechanism, encourage enterprises to take out insurance related to the quality of their products, projects, and services, improve the quality deposit system, implement compensation for consumer disputes in advance, publicize consumer complaints, and strengthen the protection of consumers' rights and interests, so that the people can buy, eat, and use their products with confidence.

IV、We will enhance the quality competitiveness of industries

(6) We will strengthen support for the quality of our industrial base. Focusing on the shortcomings of industrial base quality, implementing projects to improve the quality of industrial base in different industries, strengthening research on the quality of industrial base in key areas, and realizing engineering breakthroughs and industrial application. Carry out research and development and application verification of key generic technologies for material quality improvement, and improve the stability, consistency and applicability of material quality. Improve the performance index of basic parts and components, improve reliability, durability and advancement. We will promote the deep integration of basic manufacturing processes with quality management, digital intelligence, and network technologies, and improve manufacturing agility and lean. It supports the engineering development of general basic software, industrial software, platform software and application software, and realizes the key technology breakthrough of industrial quality analysis and control software. We will strengthen capacity building in technological innovation, standard development, measurement and testing, conformity assessment, intellectual property, and industrial data, and speed up the process of upgrading the industrial base.

(7) Improve the level of industrial quality competition. We will promote industrial quality upgrading, strengthen overall quality management of the industrial chain, and strive to improve quality control in key links and areas. We will carry out efforts to improve compliance with standards, and use advanced standards to boost the quality and efficiency of traditional industries and the development of emerging industries from a high starting point. We will promote the cultivation of superior agricultural varieties, improve their quality, build brands and standardize production, and comprehensively improve the quality and efficiency of agricultural production. We will speed up technology iteration and quality upgrading in traditional manufacturing, strengthen collaborative innovation in technology, quality, and management in strategic emerging industries, foster and strengthen quality-competitive industries, promote high-end, intelligent, and green manufacturing, and vigorously develop service-oriented manufacturing. We will accelerate the development of new forms and models of service industries, promote the reengineering of service scenarios, business and management through quality innovation, promote the professionalization of producer services and the high-end of the value chain, and promote the high-quality and diversified upgrading of consumer services. We will improve quality standards in the service sector, strengthen quality monitoring in the service sector, and optimize the market environment for the service sector. We will accelerate the in-depth application of new technologies such as big data, the Internet and artificial intelligence, and promote the integrated development of modern service industries, advanced manufacturing and modern agriculture.

(8) We will improve the quality leadership of industrial clusters. We will support leading and pillar industrial clusters in strengthening the application of advanced technologies, quality innovation, and upgrading of quality infrastructure, and foster and form a number of industrial clusters with outstanding technological and quality advantages and integrated industrial chains. We should deepen the innovation of quality management mechanism in industrial clusters, and build a sound ecology of quality development featuring quality management coordination, quality resource sharing, and division of labor among enterprises. We will set up a number of quality standards innovation cooperation platforms for industrial clusters, strengthen research and development of innovative technologies, carry out research and development of advanced standards, and promote excellent quality management practices. Relying on state-level new areas, national hi-tech industrial development zones, and pilot free trade zones, we will create a source of innovation in technology, quality, and management, and foster and form a quality and outstanding industrial cluster with leading power.

(9)We will create new advantages in regional quality development. We will strengthen policy guidance on quality and integrate regional quality development with the distribution of productive forces, regional advantages, environmental carrying capacity and social development needs. We will encourage the eastern region to play a leading role in quality reform and innovation, enhance new advantages in quality competition, and achieve overall quality improvement. We will guide the central and western regions to develop industries with distinctive characteristics in line with local conditions, promote the quality upgrading of pillar industries in the region, and foster comparative advantages in quality development. We will improve the environment for quality development in Northeast China, speed up the shift from old growth drivers to new ones, and promote industrial upgrading and quality revitalization. We will improve regional quality cooperation and mutual assistance mechanisms and promote coordinated development of regional quality. We will deepen the construction of a quality-strong province, promote the in-depth development of a quality-strong city and a quality-strong industry, and build a benchmark for the construction of a quality-strong country.

V、Accelerate product quality upgrade

(10)We will improve the quality and safety of agricultural products, food and drugs. We will strictly implement the "four strictest" requirements for food safety, implement supervision of all subjects, all varieties and all chains, and ensure "safety on the tip of the tongue" of the people. We will strengthen the quality and safety of agricultural products, formulate standards for the quality monitoring and traceability of agricultural products, increase monitoring efforts, crack down on the illegal and illegal use of prohibited drugs in accordance with laws and regulations, strictly control the problem of excessive residues of agricultural and veterinary drugs in directly marketed agricultural products, strengthen the construction of high-quality agricultural products, and implement the commitment to the standard certificate system. We will promote certification and management of green food, organic agricultural products, and good agricultural practices, deepen the project to protect agricultural products with geographical indications, and carry out trials to standardize the whole industrial chain of modern agriculture. We will thoroughly implement the food safety strategy and promote food safety assurance projects. We will adjust and optimize the distribution of the food industry and speed up industrial technological upgrading. We will improve the food safety standard system, encourage food production enterprises to establish and implement a hazard analysis and critical control point system, and strengthen quality and safety control during production and business operations. We will accelerate the establishment of an agricultural product and food safety supervision system with full coverage and efficient operation, strengthen credit and wisdom to empower quality and safety supervision, and improve the quality and safety level of the whole chain of agricultural products and food. We will strengthen the management of the full life cycle of drugs and vaccines, speed up the review and approval of drugs for urgently needed clinical and rare disease treatments and medical devices, improve the capacity for drug testing and the issuance of biological products (vaccines), optimize the review and approval mechanism for traditional Chinese medicine, accelerate the development of chemical active substances and traditional Chinese medicine technologies and upgrade their quality standards, and improve the consistency of quality and efficacy between generic drugs and original and patented drugs. Strengthen the construction of cold chain logistics facilities for agricultural products, food and drugs, improve the information traceability system, and realize the whole process traceability of key categories of products.

(11) Optimize the supply categories of consumer goods. We will implement measures to improve the quality of consumer goods, accelerate the upgrading of consumer goods quality standards, improve the quality of R & D, design and production, promote the transformation of consumer goods quality from production-end conformity to consumer-end adaptation, and promote the increase of varieties, quality, and brand creation. We will accelerate iterative innovation of traditional consumer goods, promote personalized customization and flexible production, and promote product quality reform based on material selection, process aesthetics, and user experience. We will strengthen forward-looking product function research and development, expand the supply of high-quality new consumer goods, promote high-end quality certification, and lead consumer demand with innovative supply. Strengthen the evaluation and grading of the nutritional quality of agricultural products. We will increase the supply of consumer goods for special groups such as the elderly, children and the disabled, and strengthen safety requirements, functional adaptation and ease of use. Benchmarking international advanced standards, promote domestic and foreign trade products in the same line with the same standard homogeneity. We will encourage the import of high-quality consumer goods, improve the quality and unit value of exported goods, and achieve better import and export. We will formulate a catalogue for the supervision and control of the quality and safety of consumer goods, and strictly supervise the quality and safety of important consumer goods that have prominent quality problems and concern the health and safety of the people and their life and property.

(12) We will promote the quality of industrial products to the medium-high end. Give play to the traction effect of industrial design on quality improvement, vigorously develop high-quality manufacturing, and strengthen the quality control of the whole process of research and development design, production and manufacturing, and after-sales service. We will strengthen basic application research and research and development of cutting-edge technologies, strengthen the integrated design of functions, performance and reliability of complex systems, and improve the manufacturing capacity and quality of major technical equipment. Establish a testing and evaluation system for the first set of major technical equipment, strengthen capacity building for testing and evaluation, and promote the industrialization of original technologies and complete sets of equipment. Improve the equipment supervision system of major projects to ensure the quality and safety of major equipment and investment benefits. We will accelerate the intelligent transformation of traditional equipment and vigorously develop high-quality general-purpose intelligent equipment. Implement the quality and reliability improvement plan, improve the reliability level of mechanical, electronic, automotive and other products and their basic parts and components, and promote quality upgrading.

VT、Improve the quality of construction projects

(13) We will strengthen engineering quality assurance. Fully implement the project quality responsibility of all parties, strengthen the primary responsibility of the construction unit and the main responsibility of the survey, design, construction and supervision unit. Strictly implement the written commitment system of project quality lifelong responsibility, the permanent label system, and the quality information file system, and strengthen the traceability and investigation of quality responsibility. We will implement the legal person responsibility system for construction projects and ensure reasonable construction time, cost and quality. Promote the standardization of project quality management, implement the project construction post responsibility system, and strictly control the quality of the whole process of entry equipment and materials, construction procedures and project acceptance. We will improve the quality guarantee system for construction projects and strengthen operation and maintenance management. We will strengthen quality supervision over the whole chain of engineering construction, improve the quality supervision and inspection system that combines daily inspection and random inspection, strengthen the construction quality supervision team, and explore the implementation of the government's purchase of services to entrust social forces to assist in project quality supervision and inspection. We will improve the bidding and tendering system for project construction, incorporate the quality of enterprise projects into the evaluation of bidding and tendering, and strengthen supervision over the performance of post-bid contracts.

(14) Improve the quality of building materials. We will accelerate the research and development and application of new building materials such as high-strength, high-durability, recyclable and environmentally friendly, and promote the upgrading of traditional building materials such as steel, glass and ceramics to improve the performance and quality of building materials. Vigorously develop green building materials, improve green building materials product standards and certification evaluation system, advocate the selection of green building materials. Encourage enterprises to establish a life-cycle quality control system for the production, construction and installation of prefabricated construction components, and promote the on-site supervision of prefabricated construction components. Implement the lifelong responsibility of building materials production and supply units, strict quality responsibility of building materials user units, and strengthen the whole process quality management of key building materials that affect structural strength, safety and durability. We will strengthen supervision over the quality of building materials, increase the quality supervision and spot inspection of key building materials such as external wall insulation materials, cement, wires and cables, and implement response treatment and quality traceability of defective building materials. We will carry out special efforts to improve building materials in key areas such as housing and public buildings, and promote the quality of the building materials industry from production to construction.

(15)Build China upgrade version. Adhere to the centennial plan, quality first, establish the concept of whole life cycle construction and development, build a modern engineering construction quality management system, and build a Chinese construction brand. We will improve technical standards for engineering consulting services such as surveying, design, supervision and cost construction, and encourage the development of whole-process engineering consulting and specialized services. Improve the review and demonstration mechanism of engineering design schemes, highlight regional characteristics, national characteristics, and the style of The Times, and provide engineering design products with good quality, safety and durability, environmental coordination and social recognition. We will increase research efforts and research and development investment in advanced construction technologies, accelerate research and development and integrated application of digital technologies such as building information models, and innovatively carry out research and development, evaluation and promotion of engineering construction methods. Strengthen the high-level application of advanced quality management models and methods, and create quality project benchmarks. Promote advanced construction equipment and intelligent construction methods to improve the quality and safety performance of construction projects. We will vigorously develop green buildings, further promote the application of renewable energy and resource buildings, and realize low-carbon environmental protection, energy conservation and emission reduction in the whole process of project construction.

VII、We will increase the supply of quality services

(16)We will raise the level of specialization in production services. We will vigorously develop socialized agricultural services, and provide professional services such as agricultural technology promotion, production trusteeship, and surrogate farming. We will develop services such as intelligent solutions, system integration, and process reengineering, improve scientific and technological services such as industrial design, inspection and testing, intellectual property rights, and quality consulting, and promote the precise docking and deep integration of industrial chains with innovation chains and value chains. We will coordinate the development of inclusive finance, green finance, science and technology innovation finance, and supply chain finance, and improve the accuracy and accessibility of the quality upgrading of services for the real economy. We will actively develop multimodal transportation, smart logistics and supply chain logistics, improve the quality of cold chain logistics services, optimize international logistics channels, and improve the facilitation of customs clearance at ports. We will standardize the development of new business forms and models such as online sales and live-streaming e-commerce. We will accelerate the development of new forms of foreign trade such as overseas warehouses. We will improve our service capabilities in modern logistics, production control, information and data, and enhance our industrial chain integration advantages. We will strengthen capacity building for after-sales service of major equipment, special equipment and consumer durables, and improve the quality of installation, repair and maintenance.

(17)We will upgrade the quality of life services. We will vigorously develop public catering services and improve quality and safety. Innovate and enrich housekeeping services, and cultivate high-quality service brands. Promote the professionalization and standardized development of property management and housing rental services. We will improve tourism management and services, standardize tourism market order, improve tourism consumption experience, and create high-quality projects such as rural tourism, wellness tourism, and red tourism. We will improve emergency rescue services for home life and outdoor travel. We will vigorously develop public transportation, and guide the development of personalized travel services such as online taxis and customized public transportation. We will encourage airlines and airports to fully establish passenger service quality management systems and improve the capacity and quality of aviation services. We will actively foster sports events, community fitness and other services, and improve the quality of public sports venues. We will promote the standardized and orderly development of new models such as online shopping and mobile payment, and encourage diversified and integrated development of retail formats such as supermarkets and e-commerce platforms. We will support localities where conditions permit to build new consumer experience centers and carry out diverse experience activities. We will strengthen supervision over the quality of life services and ensure that people enjoy a high-quality life.

(18)We will improve the quality and efficiency of public services. To meet the needs of urban and rural residents to facilitate and improve the quality of life, we will strengthen the construction of convenient service facilities and improve the quality of public facilities such as health and cultural services. We will promote the integrated handling of government services, through one window, online handling, and inter-provincial handling, and improve the convenience of services. We will build a high-quality education system, and promote the quality and expansion of basic public education, vocational and technical education, and higher education. We will vigorously promote the digital development of libraries, museums and other public cultural venues, and accelerate the integration of online and offline services. We will strengthen the development of community-level public employment and entrepreneurship service platforms, and strengthen public employment services such as vocational skills training and employment guidance. We should strengthen the construction of quality standards and evaluation systems for elderly care services, expand the effective supply of elderly care services such as day care, disability care, and assisted meals and mobility, and actively develop complementary elderly care services. We will improve the medical quality management system, improve the urban and rural medical service network, and gradually expand the coverage of contracted services for family doctors in urban and rural areas. We will improve the mechanism for monitoring, early warning and handling public health emergencies, strengthen the development of a laboratory testing network, and strengthen the support of science and technology standards and the quality assurance of materials. We will continue to build core public health capacity at ports and further enhance our ability to prevent and control the cross-border spread of infectious diseases. We will make public supporting facilities more suitable for aging, children and children, and make them barrier-free.

VIII、Enhance enterprise quality and brand development ability

(19)We will accelerate the innovative application of quality technology. Strengthen the dominant position of enterprises in innovation, guide enterprises to increase investment in quality and technology innovation, promote the application of new technologies, new processes and new materials, and promote variety development and quality upgrading. Encourage enterprises to strengthen the construction of quality and technology innovation centers, and promote the development and application of advanced quality technologies such as quality design, test and inspection, and reliability engineering. We will support enterprises in leading the establishment of quality and technology innovation consortias, implement major quality improvement projects, and coordinate the research of common quality technologies in the industrial chain and supply chain. We will encourage and support small, medium and micro enterprises to implement technological transformation, quality improvement and brand building, and enhance their ability to innovate in quality and technology.

(20)Improve the overall quality management level. Encourage enterprises to formulate and implement the production and operation strategy of winning by quality, innovate quality management concepts, methods and tools, promote the application of a new quality management system with all personnel, all elements, all processes and all data, and accelerate the improvement of quality management maturity. Strengthen the application of new generation information technology and enterprise quality assurance capacity building, build digital and intelligent quality control mode, implement supplier quality control ability assessment and evaluation, and promote the visualization of quality formation process. Guide enterprises to carry out digital upgrading of quality management, exchange of quality benchmarking experience, certification of quality management system and formulation of quality standards, strengthen quality education and training for all employees, improve the system of chief quality officer of enterprises, and attach importance to the construction of quality managers, quality engineers and quality technical experts.

(21)Strive to create well-known domestic and international brands. We will improve the mechanism for brand cultivation and development, launch initiatives to create Chinese brands, and create Chinese high-quality products and "century-old stores". Encourage enterprises to implement quality brand strategy, establish brand cultivation management system, deepen brand design, market promotion, brand maintenance and other capacity building, improve brand life cycle management and operation capabilities. Carry out research on brand theory and value evaluation, improve brand value evaluation standards, and promote brand value evaluation and result application. We will coordinate efforts to identify Chinese time-honored brands and local time-honored brands, and improve the list system of time-honored brands. We will continue to hold a series of activities on China Brand Day. We will support enterprises in strengthening brand protection and safeguarding their rights, severely crack down on illegal acts such as brand counterfeiting and trademark infringement in accordance with the law, and create a favorable environment for the development of enterprises with high-quality brands.

IX、Build high-quality infrastructure

(22)Optimize quality infrastructure management. We will establish an efficient and authoritative national quality infrastructure management system, and promote hierarchical and classified management of quality infrastructure. We will deepen the reform and innovation of metrological technology institutions, promote the construction of a national modern and advanced measurement system, improve the national value transmission system managed according to law and the traceability system of value oriented by market demand, and standardize and guide the development of the metrological technology service market. We will deepen innovation in standardization operation mechanisms, improve the dual structure of government-issued standards and market-formulated standards, constantly improve the quality and efficiency of standard supply, and promote the coordinated development of domestic and international standardization. We will deepen market-oriented reform of inspection and testing institutions, strengthen the functional orientation and specialization of public welfare institutions, and promote the intensive operation and industrial development of for-profit institutions. We will deepen the reform of the qualification examination and approval system for inspection and testing and certification bodies, fully implement informed commitment and optimize approval services, and optimize and standardize the qualification certification procedures for inspection and testing bodies. Strengthen the supervision of inspection, testing and certification bodies, implement the main responsibility, and standardize the conduct of business. Carry out quality infrastructure operation monitoring and comprehensive evaluation, and improve the management level of quality technical service institutions.

(23) Strengthen capacity building for quality infrastructure. Rational arrangement of national, regional and industrial quality and technical service institutions, the construction of a complete system, optimized structure, efficient and practical quality infrastructure. We will implement actions to improve quality infrastructure capacity, break through key technologies of quantitative measurement and flat quantity-value transmission, build a standard digital platform, develop new standardized service tools and models, strengthen the research and development of inspection and testing technologies and equipment, and accelerate the development of certification and accreditation technology from a single factor to a systematic and integrated direction. We will accelerate the development of national quality standards laboratories and carry out the research and verification of advanced quality standards, inspection and testing methods, high-end measuring instruments, and inspection and testing equipment and facilities. Improve the inspection and testing certification industry brand cultivation, development, protection mechanism, promote the formation of inspection and testing certification well-known brands. We will increase capacity building for quality infrastructure, gradually increase investment in intangible assets such as measurement verification and calibration, standard development and implementation, and inspection, testing and certification, and encourage all parties in society to participate in the construction of quality infrastructure.

(24)Improve the efficiency of quality infrastructure services. We will carry out a quality-infrastructure support initiative, focus on key areas such as scientific and technological innovation, high-quality manufacturing, rural revitalization, and environmental protection, vigorously carry out technical services such as measurement, standardization, and conformity assessment, and promote the opening and sharing of data, instruments, and equipment to better serve market needs. We will carry out the "Standardization plus" action to promote the in-depth development of global standardization. We will implement the quality infrastructure development partnership plan, build a collaborative service network, and build an integrated service base for quality infrastructure to provide "one-stop" services for the quality upgrading of industrial clusters and industrial chains. We will support the integration and integration of metrological, standard, certification and accreditation, and inspection and testing elements within the region, and encourage the complementary and coordinated development of cross-regional elements. Build a public service system for technical trade measures, and strengthen the tracking, research and judgment, early warning, evaluation and response to technical trade barriers and animal and plant health quarantine measures. We will strengthen domestic and international links in quality standards, inspection and quarantine, certification and accreditation, and promote the integrated development of domestic and foreign trade.

(25)We will strengthen quality rule of law. We will improve laws and regulations on quality, revise and improve the law on product quality, and promote the development of laws and regulations on product safety, product liability, and quality infrastructure. We will crack down on the production and sale of fake and substandard goods, infringement of intellectual property rights, and violations of laws and regulations concerning project quality in accordance with the law, promote cross-industry and cross-regional cooperation in supervision and law enforcement, and promote the linkage between administrative law enforcement and criminal justice. We will support quality public interest litigation and class action litigation, and effectively implement the system of punitive compensation for commodity quality. Improve product and service quality guarantee and dispute settlement mechanism, promote third-party quality dispute arbitration. Strengthen the publicity and education of quality law, and popularize the knowledge of quality law.

(26)Improve the quality policy system. Improve the quality statistical index system and carry out quality statistical analysis. We will improve a diversified and multi-level quality incentive mechanism, improve the national quality reward system, and encourage local governments to provide incentives to organizations and individuals with advanced quality management and outstanding achievements in accordance with relevant regulations. We will establish standards and rules for quality classification, implement product and service quality classification, guide high quality and high price, and promote precise supervision. Establish and improve the quality disclosure system combining mandatory and voluntary, and encourage enterprises to implement quality commitment and self-declaration of standards. We will improve government procurement policies and bidding systems, improve trading rules that conform to the characteristics of procurement demand, quality standards, and market trading habits, strengthen management of procurement demand, and promote the formation of a procurement system that is demand-driven and high-quality at higher prices. We will improve a credit-enhancing financing system covering quality, standards, brands, patents and other factors, strengthen the supply of financial services for quality improvement, technological transformation, and equipment renewal, and increase financial support for quality innovation of small, medium-sized and micro enterprises. We will include quality in compulsory education in primary and secondary schools, support institutions of higher learning to strengthen the construction of quality-related disciplines and professional Settings, improve the vocational training system and the professional title system for quality professional technical and skilled personnel, realize the effective linkage between the professional title system and the vocational qualification system, and focus on training quality professional and skilled personnel, scientific research personnel, and management personnel. Establish quality policy evaluation system, strengthen result feedback and track improvement.

(27)Optimize the effectiveness of quality supervision. We will improve a new type of regulatory mechanism that takes "double random and open" regulation and "Internet plus regulation" as basic means, supplemented by focused regulation, and based on credit regulation. We will create new ways to supervise quality, improve the market access system, deepen reform of the production license and compulsory certification system for industrial products, relax restrictions on the access of general industrial products and service industries by category, and strengthen supervision of the whole chain in advance, during and after the event. Strict supervision shall be exercised in accordance with the law over products and key service areas that involve people's health and safety of life and property, public safety, and ecological and environmental safety. We will improve the system of supervision and inspection of product quality, strengthen supervision and inspection of the quality of industrial and consumer goods, promote the implementation of integrated inspection of production and circulation, online and offline, explore the establishment of a national joint inspection mechanism, implement nationwide inspection of key products to cover all enterprises, and strengthen the handling of supervision and inspection results. Establish and improve the product quality and safety risk monitoring mechanism, improve the product injury monitoring system, carry out quality and safety risk identification, assessment and disposal. We will establish and improve the compulsory reporting system for product quality and safety incidents, and carry out investigations and handling of major quality and safety incidents. We will improve the management system and mechanism for product recall, strengthen technical support for recall, and strengthen management for recall of defective products. We will establish a quality and safety traceability system for key products, improve quality and safety traceability standards, strengthen data openness and sharing, and form a quality and safety traceability chain that allows the source to be traced, the destination to be traced, and the responsibility to be investigated. Strengthen supervision and management of product anti-counterfeiting. We will establish a "sandbox supervision" system for quality and safety to provide room for error tolerance and correction in the development of new products and formats. We will strengthen the comprehensive management of market order, create a fair market environment for competition, and promote quality competition and the survival of the fittest. We will strictly supervise the quality and safety inspection of import and export commodities, and continue to improve the mechanism for early warning and quick response to quality and safety risks of import and export commodities. We will intensify efforts to crack down on counterfeiting in key areas such as the urban-rural interface and rural areas. We will strengthen supervision over the quality of goods sold on online platforms, improve the mechanism for coordination and linkage of cross-regional and cross-industry supervision, and promote integrated online and offline supervision.

(28) We will promote quality governance in society. We will create new models for quality governance, improve a pluralistic governance mechanism based on the rule of law, with the government as the leader and all sectors of society participating, and strengthen community-level governance, business owners' responsibility and industry self-discipline. We will thoroughly implement quality improvement actions, mobilize all industries, all regions and enterprises to comprehensively strengthen quality management, and promote quality upgrading in all directions. Support mass organizations and front-line teams to carry out mass quality activities such as quality improvement, quality innovation and labor skill competition. Give full play to the bridging role of trade associations, chambers of commerce, societies and consumer organizations, carry out technical services such as standard setting, brand building and quality management, and promote quality integrity and self-discipline in the industry. Guide consumers to establish a green, healthy and safe consumption concept, and actively participate in quality promotion, social supervision and other activities. We will give full play to the role of the news media in promoting and guiding the dissemination of advanced quality concepts and best practices, and expose illegal acts such as the production and sale of fake and shoddily produced goods. We will guide social forces to participate in the construction of quality culture and encourage the creation of film, television and literary works that embody the characteristics of quality culture. With the national "Quality Month" and other activities as the carrier, we will carry out in-depth quality action by the people, promote entrepreneurship and craftsman spirit, and create a good atmosphere in which the government attaches great importance to quality, enterprises pursue quality, the society worships quality, and everyone cares about quality.

(29) Strengthen international cooperation on quality. We will carry out in-depth bilateral and multilateral quality cooperation and exchanges, strengthen quality dialogue and consultation with international organizations, regional organizations and relevant countries, and carry out cooperation in quality education and training, cultural exchanges and personnel training. In the context of the implementation of the Regional Comprehensive Economic Partnership (RCEP), we will build platforms for cross-regional measurement technology transfer and standard information, and promote quality infrastructure connectivity. We will improve the mechanism for early warning and coordination of trade quality disputes, and actively participate in the formulation of rules and standards related to technical trade measures. To participate in the establishment of transnational (border) consumer dispute settlement and law enforcement and regulatory cooperation mechanisms, and carry out bilateral and multilateral cooperation in quality supervision and law enforcement and consumer rights protection. Regularly hold China quality Conference, actively participate in and undertake international quality conference.

XI. Organizational guarantee

(30)  Strengthen the leadership of the Party. Uphold the Party's overall leadership over quality work, implement the Party's leadership in all fields, aspects and links of quality work, and ensure that the decision-making and deployment of the Party Central Committee are implemented. We will establish an overall and coordinated working mechanism for building a strong country of quality, improve the quality supervision and management system, strengthen departmental coordination and up-down linkage, and promote the overall and orderly implementation of the strategy of strengthening the country of quality.

(31) We will promote the implementation of work. Party committees and governments at all levels should put the building of a strong country with quality high on the agenda and include it in national economic and social development plans, special plans and regional plans. All localities and relevant departments should combine the main tasks of the Outline with the national economic and social development plans in an effective and synchronized manner, and promote the coordination of policies on industry, finance, finance, science and technology, trade, environment and human resources with quality policies to ensure the implementation of all tasks and results.

(32) Conducting supervision evaluation. We will strengthen the work of central quality supervision and establish an effective mechanism for supervision, inspection and implementation of rectification. We will deepen the assessment of quality work and incorporate the results of the assessment into the performance assessment of leading Party and government bodies and leading officials at all levels. Units and individuals who have made outstanding contributions to the implementation of the Outline shall be commended in accordance with the relevant provisions of the State. The State Administration for Market Regulation, in conjunction with relevant departments, strengthened follow-up analysis and supervision and guidance, and promptly requested the Party Central Committee and The State Council for reports on major issues.
