We will implement policies to transform for-profit cultural institutions into enterprises and support the development of cultural enterprises engaged in film, radio and television, cultural creativity and design services, publishing, animation, protection and utilization of cultural relics, and intangible cultural heritage. We will implement preferential VAT policies for publications in the publishing, wholesale and retail sectors. We will improve relevant policies on the development and management of cultural creative products by cultural relics units. We will follow up on national preferential policies to support relevant industries under the regular prevention and control of COVID-19, and promote the inclusion of cultural industries and tourism in these policies. We will optimize and adjust the import tax exemption policy for state-owned public collection units. We will strengthen the guarantee of land for cultural and tourism construction, include land for cultural and tourism construction in our national spatial planning, and effectively meet the demand for land for related facilities and projects. We will encourage the use of idle facilities and put existing construction land to good use to develop cultural and tourism industries. In order to develop cultural industry and tourism by making use of the stock property, land or production equipment and facilities such as cultural relics buildings, historical buildings, old factories and warehouses, the original use and right type of land can be kept unchanged within 5 years without changing the main body of land use and planning conditions.

4. Improving the implementation mechanism

We should give full play to the role of existing coordination mechanisms for major national planning strategies, major reform measures, and major engineering projects, strengthen coordination and cooperation, and form a more efficient mechanism for promoting work. All localities and relevant departments should strengthen tracking, analysis, supervision and inspection of the implementation of this plan, and promote the implementation of all tasks and measures. We will establish a sound annual monitoring and evaluation mechanism, closely track economic and social development and changes, and strengthen dynamic oversight of key tasks, policies, measures, and safeguard measures in planning and implementation. We will improve the mid-term evaluation and summary evaluation mechanisms, and improve the reporting mechanism to the leading group for cultural restructuring and development at the corresponding level. The Office of the Central Leading Group for Cultural Restructuring and Development will conduct a special evaluation in due course.
